Mom has severe short term memory loss. I am POA on her bank account and frequently have to clean up dozens of random purchases she’s made and forgot/denies that she did. Example: political donation texts, antivirus subscriptions, the list goes on. Her testing diagnosis stops short of being dementia. Could I get her a reloadable card with her name on it but oversee the transactions and reloads?

Find Care & Housing
Speak with your banker about this. If you are POA and you are involved and on her accounts I am certain something can be arranged.

Sounds like all spending now needs supervision.

Your idea of having a small amount on a preloaded card for Mom to 'blow' could work well. This could keep Mom able to shop (a little) but also protect her funds.

BUT it's not just money that is given away online or over the phone. It's identity.

Security awareness is needed to be safe. Otherwise big risks open up to fraud.

There may need to be more passwords & restriction added all round.

My nephew has a debit card thru Social Security. Each month they refill the card. He has an app he can go into and see how his has spent his money. I think kost cards have this ability. Personally, she can no longer handle her money. Time for you to take over.
