Sorry, I don't see where it matters. I would think the guardian would need to show proof the Ward does not have the money. IMO, good the guardian can get a service that leaves money for the Wards care.

Because you are a new member (and Welcome to you) you have not yet filled out your profile for us.
It is almost impossible to know what is happening here; therefore you will get few answers that make sense, I suspect. However, one thing is clear:
You are not the guardian.

The guardian will have a lot of information you are not privy to.
There may be money that is protected in trusts of some sort that you are unaware of.
As you are not the guardian I would stay out of things.
If you suspect abuse of some type then I would contact APS with your proof.
